The “EIP in Practice” is an e-learning module on the EU External Investment Plan. It was developed for staff of DG DEVCO, NEAR, TRADE or EEAS working in Headquarters and Delegations, to inform them on the EIP and explain it in practical terms. Indeed, while the EIP might seem like an entirely different way of implementing Development Aid, the goal of these interactive modules is to let the audience know that many of its building blocks are already part of their work.
The EIP in Practice is available in English and French. It consists of three interactive chapters that the users can view at their own pace. Each chapter lasts 10 to 15 minutes and consists of multiple sequences that can be viewed at once or re-visited and explored by an interactive menu system. The content of the modules is re-inforced by a series of quizzes that explore what the viewer has learned.

Understanding the EIP
The first chapter explains the rationale behind the creation of the External Investment Plan, introduces the key concepts and innovative aspects of the Plan, and presents its integrated three pillar approach.
Chapter 2
The Investment Pillar
The second chapter of the series goes into more detail about the specifics of the Investment Pillar of the EIP (the EFSD) After a recap on the use of blended finance at the Commission, it moves to a simple and illustrated description of the Guarantee and its key aspects, through three fictional case studies.
Chapter 3
Improving the Investment Climate
The third and last chapter puts the Investment climate pillar back in the EC private sector engagement perspective. The chapter is based on the story of an EUD staff and her “journey inside the investment climate pillar”. The key components of the third pillar are illustrated and explained based on this fictional scenario.

The EIP in Practice is one of the many materials developed to promote the EIP. As such, it had to be consistent with other EIP visibility material, in particular when illustrating key concepts (such as “the three pillars of the EIP” or the “integrated approach”).
The script also had to be in line with official presentations, as the EIP reflects the EU’s vision for Development cooperation, but the tool was developed above all for its core target audience in EU Delegations and making sure to explain the EIP in practical terms.
The EIP in Practice is a flexible and multi-purpose tool. It was developed as a web-based e-learning tool, but it can also be used as a face-to-face training material, or even be decomposed into short videos or animated infographics to be embedded in slides, webpages or shared on social medias.
The EIP in Practice was produced by DEVCO C4’s TPSD/ Facility and Content That Moves.
